Insight #1 Charter school growth and change are predictable
Because charter schools are controlled by regulations and statutory timelines, there are similar expectations and challenges that every school must face. These include the charter application process, hiring initial staff and beginning school operations. These requirements are not negotiable, nor can they be “skipped” by a maverick school. They happen, in a consistent order, in the life of every charter school.
Insight #2 Strategies that succeed in early stages become less effective in later stages
One of the most important insights of the model is: strategies that function effectively in a particular stage become ineffective or counterproductive over time. The leadership, program, and support needs of a school change significantly as the school moves through its life cycle.
