Five things that charter schools should do?

According to an article over at Huffington Post, "A 2011 study identified five successes of charter schools: "frequent teacher feedback, the use of data to guide instruction, high-dosage tutoring, increased instructional time and high expectations."

The Huffington Post article also says that most charter schools don't do these five things.  Why doesn't yours?
